- Employment in the general workforce is the first and preferred outcome for working age citizens with developmental disabilities.
- All citizens, regardless of disability, have the right to pursue the full range of available employment opportunities based on their talents, skills, needs and interests.
- Citizens with developmental disabilities must have access to individualized, high quality services and supports to facilitate long-term employment success.
- Employment and training programs should help people with developmental disabilities prepare for and obtain work that is consistent with their abilities, strengths, priorities, and capabilities.
- Citizens with developmental disabilities should have the opportunity to exercise choice in the selection of their employment and training services and supports, the provider to deliver them and the location in which these services are provided.
- Citizens with developmental disabilities must be compensated for their work, in accordance with the Fair Labor Standards Act. Where commensurate wages are to be paid, a special certificate must be obtained from the Departments of Labor on the federal and state levels. Payment must be in accordance with all wage and hour laws.
